The process to enable outcome security is.
* Enable outcome security. This is done by going Main Menu > Database Form Management > Database - Primary Management > Form - Edit > Select the database > Open Advanced Options > Set "Use Outcome Security" to True. Scroll to the bottom and click "Update". Outcome security has now been enabled.* Administration of the security is done through Main Menu > Database Form Management > Outcome Access.
