In order for a user to access a form, they must have been be granted functional and content access.

From time to time users can find themselves unable to access a formor function, case portfolio or quality program. In this case as the system champion and you may need to do a little troubleshooting to figure out why they can't see the form. This page should help.

Just as an aside. Note; If you "Add a User" then the user will have you need to have their security set up explicitly every timeindividual security parameters. If you "Copy a user", you copy the user AND and all their security permissions, which can save hours of headache and setup. This nugget might be useful for the next user you create.
