Quality Asssesors From Organogram

When allocating assessments to assessors, the list of assessors must come from somewhere. Creating a dedicated group of assessors as a branch in the organogram is required. Any BE user in this branch and it's sub-branches, with permissions to the QA module will be considered viable assessors.
