Every action in the system is audit trailed. The easiest reports to use for tracking Report Library usage are the Usage Profile report (''Main Menu > System Access Management > Security Reports > Security - User Profile - By Lookup > Lookup the user >'') or the System Event Audit Report [[System_Access_Management_-_Security_-_System_Events_Audit_Trail]]
